Washington State Medicare Savings Program 2026: Limits and Rules
By Sharon Ben-Moshe · Founder & Editor
Washington State manages its Medicare Savings Programs through the Health Care Authority and the Department of Social and Health Services under the Washington Apple Health umbrella. Washington eliminated its asset test for MSPs, enabling Medicare enrollees to protect their health care coverage without depleting life savings.
Washington Apple Health MSP income thresholds for 2026
Washington state regulations provide slightly higher income caps for certain tiers compared to standard federal minimums:
- Qualified Medicare Beneficiary (QMB): Gross monthly income up to $1,483 for an individual or $2,004 for a couple. Covers Medicare Part A and B premiums, hospital deductibles, and Part B doctor coinsurance.
- Specified Low-Income Medicare Beneficiary (SLMB): Gross monthly income up to $1,616 for an individual or $2,184 for a couple. Covers your monthly Part B premium.
- Qualified Individual (QI): Gross monthly income up to $1,856 for an individual or $2,509 for a couple. Covers the full Part B premium through annual federal funding grants.
No resource limit in Washington State
Applicants in Washington State do not face asset limits when applying for QMB, SLMB, or QI. You can hold savings in credit unions, maintain investment accounts, and own personal property without jeopardizing your qualification status. Caseworkers review only your recurring monthly income streams.
Protection against provider balance billing
In Washington State, health care providers contracted with Medicare cannot bill QMB enrollees for Medicare Part A or Part B cost sharing. Even if Apple Health pays a reduced Medicaid rate or zero balance to the doctor, the provider must write off the remaining coinsurance under federal law.
